H.O.D. is open to submissions year-round.   I accept up to three issues ahead.  There should always be openings and response times should not be over two months.  Query after three.  One submission per writer per quarter; any multiples will be held (or combined with the latest submission) and responded to in the future quarter.  Just trying to be fair to other submitters.
